Social media posts are spreading a warning that the United States faces an imminent 90-day blackout. The rumor started after Defense Secretary Pete Hegseth introduced a long-term strategic plan on Sept. 30. Many online users interpreted the new directive as an announcement of an active power cut or an impending attack.

The plan, called FORTRESS America, is actually a readiness initiative designed to keep the military functional during modern threats. It is not a declaration that a blackout is currently happening. Instead, it outlines how the military will maintain operations if a cyberattack or other disruption occurs.

Sean Evans, chair of political science at Union University in Jackson, Tennessee, explained that the goal is simple preparedness. He noted that more nations are using cyber attacks and that officials worry about sabotage. Evans said the military will hold a 90-day supply of energy and backup ammunition to be ready if something happens.

The initiative rests on five main pillars. These include energy independence, supply-chain resilience, a strategic defense reserve, installation hardening, and resilience in space and spectrum. The plan ensures every military department and defense agency can stand alone for at least 90 days.

During that period, each unit must have access to water, electricity, fuel, and communications. This capability allows the forces to fight and win under any circumstances without relying on external infrastructure.
